UPPER ROCKRIDGE NEIGHBORHOOD ASSOC (URNA) contracts with a professional (licensed, bonded and insured) private security company to patrol the streets of Upper Rockridge. The primary purpose of the patrols is to create a visual deterrent to crime, to operate as our eyes and ears during peak crime hours, and when appropriate, to communicate and coordinate with the police.
The patrol officers are unarmed, are prohibited from using racial or discriminatory profiling, and can only intervene to protect someone from imminent physical harm. Since July 2017, we have partnered with Bay Alarm to provide patrols 24/7.
Clearly, roving patrols are free to all, but we only exist because of your generous contributions of residents in our neighborhood. Since inception in 2014, we have had over 100 contributors but this is far short of the approximately 2,000 houses in the coverage area. The URNA area also does not encompass many commercial businesses, so it is difficult for us to capture sponsorships.
URNA offers two Membership levels in an effort to get the maximum participation in the program. Full members get extra benefits and Associate Members still get the patrol service interaction. In addition to contracting patrol services, URNA invested in several cameras in the area at strategic positions to help catch criminals in the act. We plan to expand this with more signage and several specialized license plate reading cameras, since evidence from those is often the most effective in achieving convictions of the criminals. A small portion of the dues is used towards the camera fund.
